MSG and Tianjin University Signed a Framework Agreement on Strategic Cooperation In Emergency Rescue

On Dec. 2, MSG and Disaster Medicine Institute of Tianjin University held a project cooperation seminar to conduct in-depth research and discussion around the project of emergency management research center, and signed a strategic cooperation framework agreement. Both sides will work together to promote the construction of China's emergency management system and carry out all-round cooperation on emergency rescue projects, so as to jointly promote the high-quality development of China's emergency rescue cause.

Hou Shike, head of Disaster Medicine Institute of Tianjin University (DMITU), Fan Haojun, vice head of DMITU, JUN LYU, MSG CEO, Andy Wang, executive vice president and chairman of MSG Trade Union, and project representatives of both parties attended the seminar.

At the seminar, Hou Shike welcomed all the participants and gave a detailed explanation on the current emergency rescue management in China. He analyzed China's basic national conditions of various types of disasters, wide geographical distribution, high frequency of occurrence and heavy losses, and proposed that in recent years, the problems of disaster prevention and mitigation, public security and emergency avoidance have increasingly attracted the attention of the government and society, and the relief work of each major disaster accident cannot be separated from the support of various emergency rescue forces.

It was understood that Hou Shike, the former medical captain and chief medical officer of China International Rescue Team, had led the team 16 times to Algeria, Iran, Indonesia, Pakistan, Haiti, Dayao in Yunnan, Kashgar in Xinjiang, Wenchuan in Sichuan, and Yushu in Qinghai to carry out major disaster rescue tasks, and participated in the establishment of the sole Disaster Medicine Institute in China — China Medical Rescue & Armed Police Medical Rescue Institute, which has developed into the largest and world-famous Disaster Medical Rescue Institute in Asia.

He had successively won the First Merit twice, Second Merit once and Third Merit once, been praised as the "National model of earthquake relief" by the CPC Central Committee, the State Council and Central Military Commission, "National excellent Communist Party member of earthquake relief" by the Organization Department of the Central Committee of the CPC, "Advanced individual of rescue aid" by the four headquarters of CPLA, "Excellent Communist Party member" by People's Armed Police, and been awarded the 5th "Chinese Physician Prize" and "Ten loyal guards of Chinese armed police". He had been received cordially by President Xi Jinping, President Hu Jintao, Premier Wen Jiabao and other  leaders of Party, state and military.

Hou Shike said that based on the research and training in emergency safety, disaster prevention and mitigation, DMITU will help improve Chinese emergency management system. He will also give full play to his 20-year professional precipitation in the field of emergency rescue, and contribute to Chinese emergency rescue cause.

Then, Fan Bin, director of Training Center, introduced the main research force of DMITU. He said that at present, the core backbone of Research Center of the Institute comes from China international rescue team and Armed Police Medical Rescue Institute. With more than 30 times of major rescue experience at home and abroad and 20 years of medical rescue research and teaching accumulation, it has formed obvious advantages and characteristics in the fields of rescue management, technology and equipment.

"With the rapid development of national economy, there are also many potential safety hazards. At present, safety accidents occur frequently all over the country, so it is imperative to strengthen the construction of emergency management system." JUN LYU, MSG CEO, stressed in his speech that strengthening emergency management is an important matter for the benefit of country and people, which requires the government to perform its management responsibilities, and the common concern and full support of social forces. He hoped that through this cooperation, the two sides could give full play to their respective advantages, help improve the country's ability to respond to emergencies and contribute to the construction of a harmonious society.

In addition, the two sides conducted a detailed discussion and in-depth exchange on the cooperation content and mechanism of Emergency Management Research Center project, learned from others' strong points and close the gap in the collision of ideas, finally reached a consensus on strategic cooperation, and signed a framework agreement on strategic cooperation. The two sides also agreed to establish a working liaison mechanism and assign special personnel to connect with each other, so as to promote the implementation of project related work and ensure the smooth progress of cooperation. This was the beginning of further in-depth cooperation between the two sides, and also indicated that MSG will step into the field of emergency rescue, promote the development of projects in all parts of the country, and lead the cause of emergency rescue in China to take a new step.

Disaster prevention, mitigation and relief is the eternal topic of human survival and development. MSG will give full play to its own advantages, adhere to the cooperation mode of technological innovation, complementary advantages, mutual benefit and win-win as the core driving force for development, constantly innovate emergency rescue technology in the practical exercises and technical exchanges, build a safe fortress for the people, and inject strong impetus for promoting the modernization of national emergency management system and capacity.
